	Major players, including third parties providing application support.
	Major systems, including system features and data structure.
	Constraints, including time, personnel, skill sets, other projects.
	Desired results if problem is fixed.
	Costs of not fixing problem.
Specific "business test of success" for any follow-up project.   List of people and resources required to address the problem.   High-level project plan to design a solution.   Proposed timeline.
A repetition of the quick look process, but done in-depth.
At least one proposed solution.   Pricing and timeline for each solution.   Specific performance standards or acceptance tests for each solution.   List of people and resources required to implement each solution.   Cost-benefit analysis of competing solutions.
Execution of the chosen solution according to the proposed timeline, pricing and success criteria.
